Duties Summary

This position is located in the Food and Nutrition Service, Human Resources (HRD), Employee Labor Relations Branch (ELRB). The incumbent is responsible for ensuring the Agency, including Regional Offices, fulfills all labor relations-related responsibilities. This position will focus on labor management activities, providing labor relations advice, guidance and training to managers, supervisors and employees, and constructively interacting with union officials.

Responsibilities

  • Provide comprehensive knowledge of concepts, principles, and practices pertaining to employee practices and appeals adjudication in Government, including Office Personnel Management (OPM) issuances and regulations.
  • Negotiate settlements in accordance with current law with proper contract instruction and obtains resolution with a high order of creative legal endeavors.
  • Research and advise on subject matter experts with regards to retirement clauses, promotions, resignation, payment of compensatory damages, legality of waivers, and etc.
  • Advise on broad complex, or sensitive issues, and to effectively communicate with officials and person at all organizational levels.

Travel Required
25% or less – You may be expected to travel up to 25% of thr time for training and work-related purposes., for this position.
